Private request
A member submits documents and a case summary. Personal data is never published on-chain.

Fact review
The committee verifies membership, evidence, legal grounds and the proposed support budget.

Member vote
The community sees an anonymized recommendation and votes: one verified member, one vote.

Execution
Once quorum is reached, the smart contract sends the approved amount to the member, counsel or provider.
Emergency support
Three on-call committee members may approve a limited amount without a community-wide vote, followed by an anonymized report.

The committee approves small amounts. Standard and large grants move to a member vote with a higher quorum.
Protection committee
Five roles stand between urgency and a rushed decision.
The committee serves a limited term, signs confidentiality commitments and must disclose every conflict of interest.

Membership and voice
Verified, non-transferable membership. A larger contribution never creates a larger vote.
Protective veto
The founder may trigger a 72-hour emergency pause. Extending it requires two of three Veto Council members.
Community override
Members may override a veto with a 75% vote, except where execution would violate the law.
Organizational operations
A DAO should not vote on every bill and every working hour.
Authority to operate
IDWSA administers the 40% Operations Fund within the organization's mission and approved operating budget.
Formal compensation
Compensation is documented and becomes personal income only after an authorized payment.
Clean accounting
The operations wallet and personal wallet are never mixed.
Long-term reserve
Unused funds carry forward to sustain the team and infrastructure.
System boundaries
Solidarity does not replace due process.
